In approaching the task set out in the terms of reference, the Working Group agreed that a response to the needs of older people suffering from or at risk of abuse must be formulated within the context of a mainstream system of services for older people, with the principles, policy and professional expertise that such services require. Such a response — comprehensive, integrated and person-centred — has the potential to focus attention on abused older people, to enhance specific services available to them and, where necessary, to devise new approaches to meet their specific or urgent needs.
