Day 1                          24 June 2010

 

Morning session

 

During the meeting in Prague on 24 and 25 June the EuROPEAN steering group was joined by MILCEA project coordinator Uwe Brucker from MDS. MILCEA is the other project that was also funded under the same Call for Proposals as the EuROPEAN project.

 

The project steering group also welcomed new project leaders Vassia Karkantzou (KMOP), Hann Grolmutoni (Fórum), Mira Suvorov (ZDUS) and Klara Cozlova (Zivot90), who all replaced the first representative from their respective organizations.

 

Uwe Brucker from MDS gave a presentation about the MILCEA project. The goal of the MILCEA project is to develop a monitoring system to prevent elder abuse in Long Term Care.

 

On the basis of this presentation it was concluded that the EuROPEAN and MILCEA projects should try to use where possible the same definitions and terminology of elder abuse. This will help to make project results comparable and to exchange information between the two projects.

 

The MILCEA project will get its own website in the near future. HERE you can find a link to this website. It was agreed that the EuROPEAN website will link through to MILCEA and also the other way around.

 

 

Afternoon session

 

General

 

It should be evident in the project at what age one is an ‘older person’ and whether we use the same age barriers for different groups. In general, 65+ is used. However, for specific groups another age might be more appropriate. For instance, migrant older people are considered ‘old’ at a much earlier age (45+) in many cultures for a number of reasons.

 

Dissemination

 

The dissemination of the EuROPEAN project results should take place on both the national and the European level. The following was agreed on dissemination:

 

European level:

 

-          Nienke Thurlings (ANBO) will prepare a synopsis of 4 pages maximum to outline the most important findings from the B&PP. This synopsis will help to disseminate the results from the B&PP in one quick overview to stakeholders, experts and policy makers. It was agreed that the synopsis will be written with policy makers as a target group, since the aim of the project is to develop a reference framework of good practices on policy level.

-          Nienke Thurlings (ANBO) will prepare a general press release that can be disseminated both in individual countries and on a European level.

-          We should use international networks that operate on the issue of elder abuse to disseminate project results.

 

National level:

 

-          All project partners will translate the B&PP’s synopsis in their own language for dissemination. All partners will get a range of freedom to underline specific aspects (in the synopsis of their own language) from the B&PP that are particularly relevant in their own country. This will help disseminate the present and future project results within individual countries.

-          The dissemination of the synopsis will be done to relevant experts, and the document will be presented as a preparation and invitation to their future involvement in the project (e.g., for the questions for the National Backgrounds and Effective Practices.

-          All project partners should seek contact with their national WHO representative to discuss the EuROPEAN project and disseminate results.  

EuROPEAN & MILCEA:  

-          EuROPEAN and MILCEA are thinking of doing the press release on 1 October together. This proposal however needs to first get accepted by MDS and ANBO’s communication officers.

 

Next steps in the project

 

The ‘National Backgrounds’ Milestone and the ‘Effective Practices’ Milestone of the EuROPEAN project will be integrated, if agreed upon by the European Commission, with each other. The National Backgrounds were designed to prepare a direction and basis to understand why certain good practices might be more effective in one country than another. However, when one would just look at cultural specifics, good practices that are effective for other than cultural reasons might get overlooked. It is also not adequate to just determine the marks of what a good practice is to look for them, since this approach does not take into consideration the cultural specific dynamics. Therefore, an integrated approach is needed that looks at both cultural specific determinants and recognized marks of what a good practice is.

 

The partners agreed upon the following:

 

-          MOVISIE and ANBO will develop a methodology for the research on National Backgrounds and Effective Practices

-          This methodology will be based on the Questionnaires of the B&PP and the Additional Questionnaires, and will search to fill gaps in these two. The aim will be to be less general and ask a maximum of five core questions that will be formulated as specific as possible. Agreements will be made within the consortium in what setting these questions will be answered by experts (e.g., literature research, interviews, focus groups etc.). This, among other things, will be discussed during the next Skype meeting / teleconference.

Before 16 July:                       - Fix dates for next Skype meeting and physical meeting

  • Propose new planning and the combining of the National Backgrounds and Effective Practices to the European Commission
  • Resend financial coding system to all partners.
  • Send new long term planning to all partners (this is now done)
  • Resend declaration forms to all partners
  • Check at what date the first payment to all partners has been made and what the description was, so that they can verify with their financial department whether they received the first payment.

 

23 July:                                   - Synopsis ready

                                               - Discuss with Commission whether Zivot90 and ANBO should                                        send partners invoices for their subsistence etc. in The                                                    Netherlands and The Czech Republic, or that ANBO can make                                       new arrangements on the budget. Communicate this to partners

  • Nienke Thurlings (ANBO) sends all partners individually a list of what claim forms etc. she has already received in order to make a claim for second payment with the Commission
  • All partners send in their claim forms (both digitally and by post) to prove to the Commission that 70% of the first payment has been used up and the 2nd payment can be made.

EuROPEAN & MILCEA

 

MILCEA and EuROPEAN will have their final conferences in the same period (October 2011). It might be interesting to have the two conferences on two separate days, but one right after the other. This will help to prevent that the two project conferences interfere with each other. It can also lead to a broader exchange of knowledge.Â
